Subject: Urgent Request for Federal Investigation into Puerto Rico Senator Gregorio Matías Rosario

April 17, 2026
To: Director Kash Patel Federal Bureau of Investigation (FBI) U.S. Department of Justice Washington, D.C.
Dear Director Patel and Federal Authorities,
We, Crime Vault Magazine, an independent investigative media outlet focused on exposing crime, corruption, and abuse of power, write this open letter to formally request a thorough FBI investigation into Senator Gregorio Matías Rosario, current at-large Senator and Majority Leader in the Senate of Puerto Rico.
Senator Matías, a former high-ranking officer in the Puerto Rico Police Department, now holds one of the most powerful legislative positions on the island. However, multiple serious allegations and documented patterns raise grave concerns about possible violations of federal law, including civil rights abuses, public corruption, abuse of power, and sexual violence.
Key Concerns Warranting Immediate Federal Scrutiny:
- Pattern of Excessive Force and Civil Rights Violations: During his time as a police officer, Senator Matías faced numerous complaints and lawsuits for alleged excessive use of force and civil rights violations. These cases resulted in significant taxpayer-funded settlements, including a documented $90,000 federal settlement. His conduct was cited as part of the broader pattern that led to the historic DOJ consent decree and reform of the Puerto Rico Police Department.
- Irregular Promotions and Possible Corruption: Active and former police officers have publicly accused Matías of receiving preferential treatment and rapid promotions (including to Lieutenant II) without properly completing required exams or procedures. These allegations point to possible fraud, abuse of influence, and systemic corruption within the police force.
- Serious Allegations of Rape and Sexual Violence: Credible public accusations have surfaced claiming that Senator Matías committed rape against a minor approximately 15 years ago. The accuser has reportedly lived in fear of retaliation due to his position and influence. These extremely serious claims demand immediate federal investigation, particularly given his current authority over public safety matters.
- Potential Conflicts of Interest and Abuse of Official Power: As President of the Senate’s Commission on Public Security and Veterans Affairs, Senator Matías oversees sensitive areas that directly intersect with the institutions where past misconduct has been alleged.
Puerto Rico’s troubled history of police corruption, political scandals, and repeated federal interventions makes it imperative that the FBI conduct a full, impartial investigation into whether Senator Matías has violated federal statutes, including civil rights violations (18 U.S.C. § 242), public corruption, fraud, or other applicable laws.
The citizens of Puerto Rico, who are American citizens, deserve transparency and accountability from their elected officials. When a sitting senator with a documented history of complaints rises to leadership in public safety and security, the public interest requires swift and thorough federal oversight.
Crime Vault Magazine respectfully urges the FBI to:
- Immediately open a formal investigation into all allegations against Senator Gregorio Matías Rosario.
- Review all past civil rights lawsuits, internal police complaints, and promotion records.
- Thoroughly investigate the recent rape allegations and any potential witness intimidation.
- Examine possible federal crimes involving abuse of official position.
We stand ready to provide any publicly available information and documentation we have gathered. The safety and trust of the people of Puerto Rico must be protected.
Justice cannot be selective. We call on the FBI to act decisively and without political favoritism.
Sincerely,
Crime Vault Magazine
